ENGLEWOOD — City council held the second reading of an ordinance to limit the number of adult use cannabis operators within the city limits at its Sept. 24 meeting but modified the original ordinance.
The original ordinance would have allowed no more than two adult use marijuana dispensaries. At the Sept. 24 meeting Councilmember Courtney Rietman, who stated during the first reading of the ordinance on Aug. 27 that she was opposed to having any dispensaries, made a motion to amend the ordinance to allow only one dispensary.
Prior to Rietman’s motion Councilman Andrew Gough made a motion to suspend the rules requiring three readings to pass Bill 24-11 on the second reading. Steve Henne seconded the motion.
Rietman then made a motion to amend the bill to limit the number of dispensaries to only one. Henne asked if the bill could be amended tonight and if it could be revised down the road to allow other dispensaries.
Law Director Mike McNamee confirmed both options could be implemented.
The vote to amend the bill was opposed by Councilmembers Brad Daugherty and Andrew Gough. Once amended the motion to adopt and enact the bill was approved by unanimous vote with one abstention.
The dispensary will be located in a strip shopping center on the west side of Hoke Road in a facility previously occupied by a dental business.
At the beginning of the meeting council took a vote to appoint a new member to council to fill a vacancy created by the premature death of 26-year-old Adrienne Draper. Council took a roll call vote for each of the seven candidates.
Brad Rarick received a unanimous vote to fill the vacancy. Rarick graduated from Northmont High School in 2006 and attended Ohio State University graduating in 2009 with a degree in biochemistry. He played sousaphone in the OSU Marching Band and doted the “i” in the Ohio script.
He is employed as a physicians assistant with the Dayton VA working at the Richmond, Ind. Outpatient Center performing primary care. Rarick was married in 2010 to Catherine Barrow and the couple settled in Brookville before buying a home in Englewood five years ago.
Both were active in the Brookville Community Theatre and he served the theatre board but recently stepped down due to time constraints. The Raricks are proud parents of two boys.
Rarick served on the Englewood Planning Commission for three years.
“I am looking forward to getting involved in council after serving on the planning commission for about three years,” Rarick said.
In other business council adopted Bill 24-12 to revise appropriations for current expenses and other expenditures of the city during the fiscal year ending Dec. 31.
Council also passed Resolution 24-24 accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.
