City council approves rezoning, preliminary PUD ordinances

EATON – During a Monday, Aug. 20, meeting of Eaton City Council, council held second readings of and approved two ordinances for which first readings were held last month.

This first, a zoning amendment for Preble County Board of DD’s North Maple Street property, changes the zoning of a lot where DD plans to construct a new administration building from R1-B, One Family Residential to C-2, Community Commercial.

The second ordinance approved a preliminary development plan for the proposed Planned Unit Development for St. Clair Townhouses LLC, which had already received a favorable recommendation from Eaton Planning Board in June.

“We did talk about this at our last meeting,” Councilman Chris Carr noted. “There seems to be some of the neighbors in the area that were still a little bit confused about what we voted on. So maybe just for the record, if we could, explain what this PUD specifically does and how far that carries the process.”

“Basically, this is the preliminary,” Law Director Ryan Brunk reiterated. “It’s just that you approve the general concept. There still will be a final PUD with a complete site plan.”

“My concern is just making sure that it is very clear for the record, that this is just the initial planning, and not a full green light for any construction to begin,” Carr added.

“Yes,” City Manager Brad Collins said. “This is just the preliminary PUD. So, the concept and the plan of having town homes in that area seems to be acceptable to the planning board. Then once we get the final, then we’ll be going through all this again.”

The area for the proposed townhouses is located at 397 E. St. Clair St.

Council also:

•Heard from Finance Director Stephanie Hurd, who presented an update on the city’s financials for the first six months of the year.

•Approved a resolution authorizing the city manager to apply for a NatureWorks grant through the Ohio Department of Natural Resources. “We submitted for this last year, and were able to receive some funding for the playground there at the Fort. With this round, we’re again looking at some playground equipment improvements and/or some walking trail improvements around our Waterworks Park area. So just asking for permission to seek those funds,” Collins noted prior to the vote.

•Was asked by a resident for permission to walk at Seven Mile Park at night/before daylight at 5 a.m. Council advised they would look into the matter and get back with her.
