City moves ahead with water main project

BROOKVILLE — Council approved an emergency resolution that tentatively awards the contract for the North Wolf Creek water main replacement project.

City Manager Sonja Keaton explained the resolution needed to be approved by emergency because the resolution is a requirement that must be submitted to the Ohio EPA-DEFA (Division of Environmental and Financial Assistance) within a week of the resolution’s approval.

“That is who is funding the balance of that project,” Keaton said.

Keaton said the contract was tentatively awarded to Performance Site Development of Fairborn because the Ohio Department of Transportation required some Disadvantaged Business Enterprise (DBE) paperwork from the contractor.

Keaton also said she requested the contractor’s work history.

“I requested some samples and some contacts so I can reach out to the contacts to check their work history,” Keaton said.

“Hopefully they’ve done a good job because I have never dealt with this company before,” Keaton added.

Keaton said she was disappointed with the number of bids she received for the project.

“Surprisingly, we only received four bids because we had more than 10 different contractors pull the bids,” Keaton said.

“So to receive only four bids was a little disappointing,” Keaton added.

In other business, council passed a resolution requiring property owners on a section of Hay Avenue to replace their curb and sidewalk within 31 days after they receive the notice from the city.

“All property owners have been instructed that this resolution is a requirement and a necessity to begin the project,” Keaton said, referring to the Hay Avenue phase 2 street project.

“They are encouraged not to replace their curb and sidewalk on their own as we, as the city, receive better pricing with bidding the project out,” Keaton said.

“This way all the curbs and gutters will look more uniform,” Keaton explained.
