Clayton swears in elected officials

CLAYTON — At its first meeting of the year Jan. 4, the city of Clayton held a swearing in ceremony for one new member of city council and for two that were successfully re-elected.

Ryan Farmer, the newest member of city council, took the oath of office as administered at his request by District 74 State Representative Bernard Willis (R-Springfield).

“I have the honor and privilege of being sworn-in tonight by Representative Bernie Willis,” Farmer said. “He is the state legislator for Springfield and Clark County and he is one of my Air Force Academy classmates.”

Willis was a career military pilot and earned the rank of colonel as a multi-tour commander that flew F-16s and unmanned MQ-1 Predator drones before becoming a federal law enforcement officer at the Springfield Air National Guard Base.

He retired from military service in 2023 after serving in the acquisition enterprise at Wright-Patterson Air Force Base. He is also a Clark County Deputy Sheriff. A graduate of U.S. Air Force Academy, he is an adjunct professor in unmanned aviation with Embry-Riddle Aeronautical University and Sinclair Community College.

Re-elected to council were Ken Henning and Tim Gorman. Both were sworn-in by Montgomery County Common Pleas Court Judge Elizabeth Ellis.

Under new business, council passed a resolution to establish greens fees and banquet facility rental rates at Meadowbrook at Clayton for 2024. Golf rates will increase this year, but you can secure last year’s pass rate if you purchase before Jan. 15.

A second resolution was passed to enter into an agreement with the Kleingers Group for professional engineering consulting services at a cost not to exceed $150,000.

Derek Muncy was reappointed to serve a five year term on the planning commission beginning Jan. 15. Ronald Johnson was appointed to serve a five year term on the board of zoning appeals, also effective Jan. 15.

Henning and Gorman were reappointed to serve as representatives on the First Suburbs Consortium with Greg Merkle as the alternate.

Representatives were appointed to the Volunteer Firefighters’ Dependents Fund Board for 2024. Tina Kelly and Ryan Farmer were appointed.

Tim Gorman was appointed to serve as Clayton representative and Mayor Mike Stevens as the alternate to the Miami Valley Regional Planning Commission and Transportation Committee.

Brendan Bachman and Ryan Farmer were appointed to serve on the Cost Recovery/Impact Fee Appeals Board.

Lastly, Tim Gorman was re-elected as vice mayor of city council.

City Manager Amanda Zimmerlin reported the city offices would be closed Jan. 15 in observance of Martin Luther King, Jr. Day and that the demolition of the Laura’s Loft property at 8051 N. Main St. is scheduled to be completed by the end of January.

Zimmerlin also requested a work session on Jan. 18 at 6:30 p.m. for a thoroughfare plan update by Kleingers Group. Trash bids will be presented to council at an upcoming meeting as the current contract expires in June.
