Clayton amends personnel practices manual

CLAYTON — At its March 2 meeting city of Clayton council adopted an ordinance approving amendments to the city’s personnel practices manual regarding ‘probation’ and added a subsection to include ‘military leave of absence policy.’

Elaine Wittman, assistant to the city manager, explained the changes to council.

“There are two amendments to the personnel manual, one that changes the probation policy which permits the city manager to approve a probationary period less than 12 months if it is deemed fit, as well as an addition of military leave which dictates the eligibility procedure, benefits and reinstatement from military leave which complies with the Uniformed Services Employment and Reemployment Rights Act,” Wittman said.

Vice Mayor Tim Gorman asked what the probation policy had been up until this point.

Wittman stated that it had been set at 12 months unless it involved part-time service. Gorman commented that most places use six months as a probationary period and that 12 months seemed like a long time.

The recommended amendments were approved by council. A second reading of the ordinance will take place at the March 16 meeting.

Council also adopted the second reading of an ordinance to approve amendment of Section 121.01 (City Manager) of Chapter 121 of the Clayton Codified Ordinances.

This legislation increases the city manager’s spending authority from $25,000 to $35,000 in order to advance the public health, safety and welfare of the city and to further improve efficiency of the daily operations of the city.

The first reading of this ordinance was adopted at the Feb. 16 meeting. The ordinance becomes effective 30 days after its second reading, in this case on April 1.
