Commissioners approve landfill requests

EATON — The Preble County Commissioners moved forward with construction at the Preble County Landfill when they approved an expenditure for rental equipment during a meeting on Wednesday, Aug. 19.

The landfill staff will begin the process of putting in a new road and new building at the landfill now the expenditure for $126,375 for rental equipment has been approved.

The money will come out of the landfill construction fund and will see the rental of six pieces of equipment for three months.

The following pieces of equipment were rented:

• CAT 725 Articulated Truck for $24,870.

• CAT 725 Articulated Truck for $24,870.

• CAT D5K Dozer for $12,240.

• CAT CP56 Roller for $12,540.

• CAT CS56 Roller for $12,540.

• CAT 336-H Excavator for $26,775.

Landfill Manager David Wilson said in “full-disclosure” the CAT option was not the cheapest, a but Southeastern Rental contract required any repairs needed during the time a piece of equipment was being rented to be paid for by the renter. Any repairs, whether it be the fault of the renter or normal wear and tear, would be billed to the Preble County Landfill if they had pursued a rental contract with Southeastern.

Commissioners also approved an expenditure of $762,336 for a CAT 268K Trash Compactor after spending the last several weeks discussing other options for purchase.

Commissioners, along with Wilson and Sanitary Engineer Randy Gilbert, decided the purchase of the CAT was better than the BOMAG because of factory rebuild options and total life-span cost of the machine.

The meeting was also part of the Sanitary Engineer’s monthly update.

David Wilson reported to commissioners they had received the re certification of sand layers 2B1 and 2B2, which will allow the landfill to now place waste in the area.

Wilson also informed commissioners problems with Sewer District II seemed to have been addressed and residents appear to be happy with the results.

Beth Wright reported 1.70 tons of recycling collected at the Preble County Fair, a number she said was the highest in the past several years.

Commissioners also met with Brad Kramer for a land use management update. Kramer told commissioners he is getting more and more comfortable with the position every day.

He also told commissioners his office is continuing to improve and revise zoning documents as it remains an ongoing process with GIS.

Camden Village Council Member Melissa Shull spoke to commissioners about her concerns her village did not put a recent project out to public bid. The project was part of a $600,000 renovation to the town hall which Shull stated she felt should go to public bid as one project.

At a recent Camden Village Council meeting, a project was awarded which was over $50,000 with labor and supplies, though total labor and the contract was around $41,000 with supplies accounting for the rest.

Shull was concerned this violated the Ohio Revised Code and commissioners advised her to speak to the Prosecutor’s Office for more information.

Preble County Commissioners meet every Monday and Wednesday at 9 a.m. at the Preble County Courthouse.
